Light Sequence Analysis

Light Sequence is conducted to understand the normal functions of the traffic lights given certain condition’s. This is done to understand if a person had crossed over the intersection when the light was red, amber or green.

Having a clear understanding of the light sequence can make or break a case, and provide who is at fault. Having an accurate model for the street lights validates who is at fault.

Night Time Analysis

Night time & Visibility analysis is done to understand exactly what the person can visibly see at night given the same circumstances. Using the same environmental and lighting conditions, a recreation of the scenario is generated to view the actual visibility of the environment.

With the use of high-tech equipment, a true lighting visibility method can be used to show closely as to what the human eye can see.

Video Analysis

Data from any surveillance video can be converted into I, P and B frames and analyzed by correcting the fisheye effect of surveillance cameras and the accurate placement of vehicles and people in the scaled diagram to determine speed, time and location for any object in the video. Breakdown of the video allows for a clear view of what had occurred, compared to what the camera had seen.

JEA conducts many exemplar inspections and has a vast database of vehicles that have been 3-D generated. 3-D models can be produced in many formats, with the model; photos and measurements will also be provided. Anything from heavy-duty vehicles to passenger vehicles can be measured and modeled in a 3-D format, allowing you to compare a damaged vehicle. With examination of damaged or insurance adjuster photographs Diagrams can be created to depict who is at fault and how the crash occurred

Simulations

Digital image capturing and photogrammetric processing includes several well-defined stages, which allows engineers to generate 2-D or 3-D digital models of the object as an end product.

Colton Stolle is a dedicated engineer who possesses a unique ability to solve complex problems. After spending two years at Texas A&M - Corpus Christi, Mr. Stolle transferred and finished his Bachelor of Science in Mechanical Engineering from Texas A&M in College Station. Mr. Stolle led the Testing Team of the Texas A&M Formula SAE IC team in the 2022 season. Mr. Stolle is a Project Engineer at J. Eftekhar and Associates assisting testifying experts with site and vehicle inspections, report graphics, reconstruction analysis, and computer simulations. Mr. Stolle is also a Remote Pilot for Unmanned Aircraft Systems through the Federal Aviation Administration (FAA).

As of February 2021, Matthew Contreras joined our team at JEA as a Project Analyst. His primary responsibilities include 3-D Scan Assembly’s, Evidence Storage Management, Graphic Development, & Inspection Assistance. He previously graduated from Northwest Vista College, earning his Associates of Arts degree in Psychology, & most recently graduated from The University of Texas at San Antonio with a Bachelor of Arts degree in Psychology. Mr. Contreras is now pursuing a master’s degree in Clinical Mental Health Counseling to pursue a career as a Mental Health Counselor.

Jonathan

Jonathan Martinez graduated from the University of Texas at San Antonio in May of 2021 with a B. S. in Biomedical Engineering. He has a background in the oil and gas industry, and the automotive service industry. Mr. Martinez is a project engineer conducting vehicle and site inspections, biomechanics, injury analysis, evidence analysis, computer simulation, testing, and compiling reports. Mr. Martinez is a member of the Biomedical Engineering Society, and is certified through the Tire Industry Association as a tire technician.

Francesca Noriega graduated from the University of Texas at San Antonio in May 2021, earning her Bachelor of Science degree in Biomedical Engineering with a concentration in Biomechanics. She previously performed undergraduate research experience involving Magnetically Responsive Non-Viral Carriers for Brain Tumor Gene Delivery. After graduating, Ms. Noriega began her career as a Project Engineer with J. Eftekhar and Associates. She currently performs Engineering and Biomechanics Analysis, Equipment, Site and Vehicle Inspections, Photogrammetry Analysis, Accident Evaluation, Computer Simulations, and assists testifying experts in Crash and Injury Causation Analysis and Report Writings.

Kaley Medina is an Administrative Assistant at J. Eftekhar & Associates. Her responsibilities include review and summarizing documents, scheduling and assisting JEA engineers in case preparation. Kaley brings 6 years of experience in customer service-related positions.

Motorcycles

Motorcycle manufacturers are offering a possibility for data collection to be acquired from their motorcycles. It's intention is for track testing and an understanding of the performance of the motorcycle. The two main components are the GPS sensor and a particular USB collection module which can be removed from the motorcycle and analyzed.

Heavy-duty Trucks

Originally the modules for the heavy-duty trucks were used as a fleet management tool. They are allowing for trucking companies to directly monitor the truck and driver interactions. However, engine manufacturers that are electronically controlled fuel injectors began adding an event recorder function to the engines ECM — allowing for more data to be acquired from the vehicle.

Passenger Vehicles

First introduced by General Motors in basic form on air-bag-equipped models in the mid-1970s, EDRs were being used by various manufacturers in 64 percent of all new models by the 2005 model year, according to the National Highway Traffic Safety Administration (NHTSA). The Insurance Institute for Highway Safety (IIHS) says more recent data shows all new cars have some form of EDR. However, the specific information gathered varies by auto manufacturer, and some companies make it easier to retrieve data than others.

A new NHTSA proposed rule would require these EDRs in all light-passenger vehicles, starting September 1, 2014. NHTSA estimates that approximately 96 percent of the model year 2013 passenger cars and light-duty vehicles were already equipped with EDR capability.

The significance of this measure is in the specifics of what data it requires such devices to collect and its guidelines for how the data should be accessed.
